Raised in latex3/latex2e#1466 (comment), a new hook unpack_hook() can be added to allow package maintainers to do some operations after unpacking and before copying unpacked files to localdir.

In latex3/latex2e#1466, LaTeX2e needs to rename an unpacked file to .tex.
