Epic: Support multiple workflows

work-on, wrapup & deliver should be meaningful with ready-branches or with PR, and probably even in a "directly on master" scenario. A shared .phlow file should configure which "workflow" we use on this repo. That way, I can just clone a repo and it will "do the right thing" with the same commands.
