top bar is auto removed on iPhone

Behavior: On iPhone top bar that is meant to stay on top all the time for fast actions goes away in some scenarios. This happens most of the time. It happens on both rss index and article content. It seems that if I start scrolling before top bar is rendered or scrollbar appears, then top bar is not kept on top (wild guess here).

I am not sure if it is a built-in feature of iPhone or application.

Workaround proposal: duplicate actions available on the top bar at the bottom of the index and article view. This is not ideal, but prevents from scrolling for a long time back to the top.
