Check if transaction inputs are transmitted already

I'm not sure about the reference implementation but transactions where inputs are not already transmitted should not be yet transmitted. If it is restricted by reference implementation, then it's safe not to check because we are connecting to trusted peer anyway.

Just implement a check and if you see transactions like this, then a patch may be required.
