What is the issue?

We implemented an organization-wise repository branch ruleset, but the branch protection is not as complete as the rules I had for the docs repository (or any repositories I owned), so I need to update them in the gitops repository. With the ruleset, we can make exception for group of users, including kbot, so I may also be able to remove the actions that remove the branch protection for new docs release.
