the label column in settings is handled improperly as if it were a column in one of the other sheets.

Suggestion: formpack.utils.flatten_content should not run the settings sheet through the translation-flattener.

@dorey, I don't see label as a valid column in the settings: https://xlsform.org/en/#settings-worksheet.
