I just quickly skimmed through the Android API and noticed that Android got a new WiFi scan function, so I implemented it in a new version (v1.1.1).
However, as far as I can tell, no API function is available that provides the functionality you provided.
Feel free to take a look at the android.net.wifi(.*) libraries yourself over on developer.android.com.
Should you find one, implementing it shouldn't be much of an issue :)
