概要

報告書No:20220160
ST4の担当者は古川さんなのに、ST5の担当者:細井さんになってしまっている
JIZEN_SINSA_SYAIN_IDはST4承認申請時のログインユーザー=現担当者でしか更新されないはず
ST5の更新履歴R003に事前審査員の変更履歴が残っていた

直接は関係ないが、NCRのClose後修正権限(業務グループ：品証)がclose前にも適用されてしまっていたため修正

暫定対処

調査のため、ST4,5でJIZEN_SINSA_SYAIN_IDが読み込み時から変更された場合に動作ログを出力する
