The "run-on.com" runners run on Amazon's App Runner service, which as far as I can tell is not part of the free tier offering. (I have no arm64 machine to tun a runner on.)

You can install python-gphoto2 to use a locally compiled (but not system installed) libgphoto2. See https://github.com/jim-easterbrook/python-gphoto2/blob/main/INSTALL.rst#local-libgphoto2 for details.
