Idea (GH API v3):

get the "commits since last release"
scan for associated issues, and grab their titles + IDs
create (part of) the changelog from that
use 🐛, 🆕 and ↗️ to filter commit msgs that are good candidates for a changelog
make incremental updates possible, by fuzzy dupe removal / ID matching?
