Supporting message filtering in a dual-master in two cloud

each cell has its own distributed mq cluster.
using a tool to bi-directionally synchronize messages between two clusters.
in normal circumstances, consumers in each cell consume only messages produced by that cell.
when a partition fails over, the healthy partition can consume all messages.
