Hi, as you surely know, by adding a media as a favorite from the media browser, a check is activated in the menu which lets us understand that this media has been chosen as a favorite. There is also the possibility in reaper, which I use, to ensure that the favorite media are always at the beginning of the media list before everything else. Could we make it dare to announce when a media has been marked as favorite?
I added the alt command plus the letter P to the action that makes it preferred, which makes its addition even more immediate.

Alt+P is already bound to "Options: Preserve pitch when tempo-matching or changing play rate". It aligns nicely with other actions around tempo matching, auto-play etc, I don't think we should change that binding.
What's the exact name of the action you've added? Maybe we can put it somewhere else.
"We have the "set as favorite" action bound to CTRL/Command+D, which corresponds to the add bookmark command in pretty much every web browser. It doesn't look like this action gives any speech feedback when pressed, so it's probably worth adding some. Only thing I noticed when looking at it now is that even though the action does act as a toggle, it doesn't show up as one in the action list so it might be worth asking Cockos for that so that the speech could say that a file was either added or removed from favorites.
As for announcing whether something is a favorite while navigating through the list, this already kind of happens if you're in the details view. There is a "favorite" column, and if the file was set as a favorite it'll have a bullet symbol in it. The order of the columns can be changed with mouse drag and drop if it's something you want spoken first. Perhaps the option that replaces the symbols in the FX list to indicate parallel/bypass state could also effect this favorite column so it would just say "no" or "yes" or something to that effect instead of the bullet symbol.
