Support topic configuration when creating topics

Thanks for creating this useful utility!

One feature that seems missing is creating topics with An initial configuration

example usage could possibly look like

kafkactl --broker brokerhost01:9092 \
    admin create topic newtopic01 \
       --partitions 15 \
       --rfactor 3 \
       --config cleanup.policy=compact \
       --config min.compaction.lag.ms=0 \
       --config delete.retention.ms=604800000 \
       --config min.cleanable.dirty.ratio=0.05
