Fix Documentation Generation for Github

The automatic documentation generation using sphinx is currently set up for gitlab. As this service is now behind a firewall it should be ported to a public facing domain. This will require:

• Getting a new domain to publish the docs on (ReadTheDocs perhaps)
• Rewriting the CI to auto-compile upon pushing to master.
