Create Plugin IDS Peak #238

The IDS uEye SDK is not longer supported (April 2022) and replaced by the IDS Peak SDK.
A new Plugin needs to be created to support the new set of IDS Cameras.

The IDS Plugin was updated in the source files. After next Release of itom the homepage will be updated too.
