Continuation of #340 and #373

We should do the following:

  • switch metrics to use ignite-metrics library for talking to Countly
    • feat: Use UI components from ignite-metrics library
  • Switch metrics to opt-out (consent is implied upon first using the app. user must adjust toggle to remove consent)
