Slack notifications do not work only for content written by a specific person.

Describe the bug
Even if only one specific person creates a PR, notifications are not created, and even personal app notifications do not work in the PR created by that person.
But the email comes.
However, not all PR is like that.
This phenomenon only happens to some of the PRs we generate.

To Reproduce
The behavior is difficult to reproduce.
This is because we do not know the conditions under which it occurs.

Expected behavior
Notifications are not received from some PRs created by the relevant person. (No thread is created.)
However, email notifications work normally.
