Notifications for issue subscriptions not working #1888

Describe the bug

When I am subscribed to an issue in Github, I do not receive notifications in slack that the issue has been updated.

I do receive email notifications:

Everything seems to work properly for PRs. When they are created, I receive a notification. I also get a notification of PR comments:

JakeSummers added the bug label

JakeSummers assigned snankani

snankani removed their assignment
