Implement a User-Defined Table function to query meta_cache

Once the core metadata cache types are setup, we can plug them into the query path using a Datafusion User-Defined Table Function. We have done this for the last cache in this module, so should be able to follow that example. Here is the similar issue for the last cache: #25095
