Revise the error message title "Maximum Window" to be more clear and descriptive

Is your feature request related to a problem? Please describe.
In the iTwin Viewer, when the user zooms all the way out the error message thrown "Maximum window" is not very clear and descriptive.

Describe the solution you'd like
The error message "Maximum window" can be revised to "Maximum zoom out reached" which is much more clear and descriptive of the error.
