在 TimePicker 面板中按住鼠标上下拖动，程序未响应

此问题成功复现，但是现在原因和解决方案并不清楚，需要帮助！

我是用鼠标按住上下拖动，没有用滚轮
@ZongziTEK 牛通用vs测试了第二遍，没有任何报错，整个程序就是直接卡住
