Chrome extension can't count

I'm looking at a document where I just added 3 annotations, and the Chrome extension toolbar icon has a red highlight (and mouseover) showing 1 annotation.

This is possibly because 2 of the annotations on that page are unanchored. We're designing a better way to present unanchored annotations, but that's till in progress.

Well, I added them all in the same way --- highlight some text and enter an annotation via the bubble that appears.
