Ready for dev: Cosmetic updates to https://apps.humanatlas.io

The new navigation structure features the HRA App Library as we phase out content and overview pages on the HRA Portal. This page is super important to implement as it replaces two current navigation categories and two overview pages: Use HRA Previews and Tools.

Users can click on the button toggle to switch the page to view developer applications. This needs to be a sliding animation as prototyped. By default, when users click the App Library button on the global navigation, they will see the researcher apps page state.

We will need the images to scale up and down as users should be able to experience this page with ease on all screen sizes. Use Figma as the source of truth and please contact me with questions when you have them!
