Raise/Lower or push-to-back action?

In Setting > Action > Click action there is no option to Lower or Push-to-Back. Is there another way to achieve this functionality?

Ideally, I would like to set the click action to "Raise/Lower" so that click toggles this state, but I'd settle for a modifier key.
