Create Documentation Distribution Guidelines

since there are some things you have to keep in mind when writing adoc files e.g. guides we should create a small guideline where we align on best practices.

What problem are you trying to solve

it can happen, that autoformatting setting of Intellij implements errors into adoc files, or there are simply things, you have to keep in mind when adding e.g. a link or something, we should document those things in a file so every contributor is able to make proper changes to the documentation

there is no guideline
