Constant loss

I followed the steps in readme to run main_vision.py, but the losses stayed the same. The learning rate view in the optimizer was printed and found that the learning rate started at 0.04 and then grew by 0.04 with the batch step. Is that what keeps my losses constant? How do you modify it?
