It's not exactly AKS but AKS Engine ;) which is not the same service

From the release notes for ASH 2008:

This release of Azure Stack Hub includes a private preview of Azure Kubernetes Service (AKS) and Azure Container Registry (ACR). The purpose of the private preview is to collect feedback about the quality, features, and user experience of AKS and ACR on Azure Stack Hub.

I think this would be a killer feature to have terraform support on-premises and in azure for AKS/ACR/AKV!
