Handle cache when repo link differs

Currently, we do not handle cache validation properly when the repo link changes. This isn't ideal since sometimes we want to change the repo link to a local git repo for testing and avoid pushing branches up. With the current functionality, you are often required to purge the state before being able to use the local repo link.
