about the translation transient

I found some code in \wp-content\plugins\dokan-lite\includes\functions.php line 2952

function dokan_get_jed_locale_data( $domain, $language_dir = null ) {
// get transient key
$transient_key = sprintf( 'dokan_i18n-%s-%d-%s', $domain, filectime( $language_dir ), get_user_locale() );

The translated file is stored in the option field in DB, make the field size extremely big, I am not a developer, but as I know other plugins translation file is not stored in DB, Also the transient_key used the ctime for language_dir ,which is ALWAYS the same value leading to the translation cant take effect in time.
