As a follow-up on #906 (comment)

We should have button "Declare missing" on all type of logs, not only on "placed it". Reason is simple - many people (more than I'd imagine actually) take the GK, move it with them, leaving logs, but then suddenly disappear. Or forget to log "placed it" and the trackable gets stolen silently. And they ignore the messages I'm sending them to check what's happened. Or any other reason.

As the owner of the GK, I'd like to mark them as missing even if the last log was "dip" or "taken"
