User story

As an API consumer I want to get details of an available language so then I can display them in my application

Acceptance criteria

Anyone CAN have access to attributes
A language MUST include attributes:
- language name
- language code ISO 639-1
A language MUST have links to:
- users
The languages MUST be at least readable in an ISO 639-1 format code of a country
