fix direct protocol setup

relates to genouest/biomaj-download#39

when doing downloader setup with set_files_to_download , biomaj sets an array of filenames (remotes) instead of a dict.

download handler has been updated to manage bot cases, but this is a dirty workaround, workflow should send a dict of remotes with {'name' :xxx} instead of xxx
