Consider exposing tools' resource requirements?

We have some requirement data in https://github.com/galaxyproject/tpv-shared-database, maybe it would be nice to ingest/expose it as a nice API endpoint usable from workflowhub

We would appreciate that! Particularly to do pattern matching from the encoded tool identifiers which have versions. Other toolshed information would also be interesting from an API.
