Hi,

To test new tools, I used to check the Travis CI file to find what commands to run locally before opening a PR.
With the new setup on tools-iuc, I can not see easily the different commands to run and I forgot some (e.g. flake8 or planemo lint).

What about having in the IUC best practices a section with the ideal workflow for testing a tool?
