Google.OrTools, Version=9.0.9048.0, Culture=neutral, PublicKeyToken=56194fae38141417 can not be loaded.
Please be so kind fixing it, or teaching me how to fix it if the problem is from my end.

Could you provide more detail for the OS, runtime, and machine you are running this on?

I'm running on Windows, VS .NET 7.0, making a Windows console app.
I download the package via Nuget.
