changing the uplink-type might require reconfiguration of the "share internet" settings #646

When the user changes the uplink-type (VPN03 --> tunnel-berlin, notunnel --> tunnel-berlin) some changes to the uplink need to be done (providing new x509-certs, changing the shared bandwidth).
In such situation we should forward the user to the corresponding side of the wizard, as we do to setup the password on inital node-setup.

I thought the goal in 1.1.x was to have one default and one backbone image. The default image would ask what kind of uplink to make, install the needed packages, and provide a web interface to change uplink type. #601

I suggest a new page in the Freifunk menu called Uplink. This could be the place to configure/change the uplink. If a new type of uplink is desired, then the necessary fields filled out and/or files uploaded before hitting save&apply.

a separate menu in addition to the wizard will cause additional code to be written and maintained. But probably this additional menu can call the page of the wizard directly.
