Add help text, instructions and field descriptions to core fields #27061

Is your feature request related to a problem? Please describe.
Yes. A user friendly issue for integrators and customers alike. Core fields are missing help text, instruction text and field descriptions. Why is this important? It will help integrator teams and customers understand what values to populate for various fields and why the field is important for the system. For example, while editing the company, you see "Book Advance Payments in Separate Party Account" field. If the integrator or customer is not familiar with this, they will not know what to do.

Describe the solution you'd like
Add help text in the form of a hover link above the field labels so that when a user click or hover on the ? mark icon, they will lear about the field or have a link to the documentation for the specific field.

Describe alternatives you've considered
An alternative way to do this is to make the help text or instructions for core fields configurable so that integrators can edit and set this for their staff and customers who wants to be hands-on

Additional context
See attached screenshots. Adding help text or instructions for core fields will make ERPNEXT GUI more user friendly for new integrators and developers and reduce the time to look through all the documentation.

Each field can have a description set, in the core or customized by the end user via customize form.
