In the process of getting these tests working on CI, I needed to lower the constants quite a bit. Due to differences in execution environments, it's quite squirrely to have time based tests of performance.

Something to revisit if / when these are re-enabled is that they seem to sometimes cause a deadlock which I can't reproduce locally: https://travis-ci.org/fpco/ide-backend/jobs/74631378
