Is Forge treating everything in a "skip workspace tiling" workspace as a "float window"? Which would cause the "Float Mode Always On Top" to apply to every window in that workspace?

Float always on top is a separate indicator and Float workspace (skip tiling workspace) floats all windows in the workspace using a zero based index

That probably explains the behavior I'm seeing; I have a workspace that seems to change the z-index order (seeminly) randomly.

Hey, it is not random. It is controlled by that float always on top indicator. Unless, something else is messing with it.
