help needed with reset chapter counter

my writing is like this:

\chapter{111}
\chapter{222}
\setcounter{chapter}{1}
\chapter{aaa}
\chapter{bbb}

I'm expecting counter of "aaa" would be reset to "1", it works, but, indexing and hyperref and page number of "aaa" is pointing to "111". Also, I'm expecting "bbb" to be numbered "4", but it is now numbered "3".
