feat: Add a --dev flag that creates dummy relay and coinbase private keys

Create a --dev flag for the rbuilder that creates dummy private keys for the relay and coinbase private keys.

$ rbuilder --dev

Those two flags are the only ones mandatory on the builder. It throws an error if it detects that the chain we are building blocks for is not a local devnet.
