Upgrade actions packages, e.g. actions/setup-go, actions/checkout, from v2 to v3 to resolve NodeJS 12 warnings in CI workflow.

Hi Austin,

I'm taking a virtualization course at UT Austin and we've been assigned to contribute to virtualization projects, does this issue still need to be resolved? If so, could I take a shot at resolving it?
