Shortening the timeout at COMMIT phase left spam tests consistently failing (#315) until changes to bounded storage power (among others) was merged to main.

The tests then stated to pass once the PR was rebased atop main.

  • Understand what happened that made the tests pass
  • Fuzz the spam tests to build confidence that passing tests are not a fluke.
