share the docker build cache between CI runs

this is follow up work from #14. currently, each CI run is re-building the same git version of hickory from scratch. this is because the CI jobs don't share the docker build cache (intermediate images).

to implement this, use the actions/cache action to cache the "docker buildx" cache between CI jobs / runs. See how sudo-rs does that as an example.
