minimum rtt lower than netem configured round trip delay

I am doing some tests based on an earlier mvfst version (commit 792c0a7), and I noticed that the recorded connection mrtt is lower than the netem configured delay without jitter. Has such occurrences been observed and corrected in recent mvfst updates? If not, any possible scenarios that could result in this? I observe this irregular mrtt observation for high rates (approaching 1Gbps, in a 30ms round trip delay in netem), and it happens for some iterations when using tperf for 1 minute duration.
