compile spacy on ubuntu2204，but setup require msvccompiler

as title said, i used pip install spacy in a conda env on ubuntu, but failed with "cannot import name msvccompiler from distutils"

this makes me very confused, if anyone faced with similar issue

solution is clear

1. setuptools should be 65.0.2
   2.install spacy should use --no-build-isolation parameter
