[Bug] Issues in the Objective Screen for the Employee and Admin users

Issue:

User is unable to add a new objective from the preset. The option to add a new objective is not functioning correctly. The issue occurs for both admin and employee users.

Expected Condition:

Either hide/disable the option to add a new objective from the preset if it is not meant to be used, or display an error message to inform the user that the functionality is unavailable.

Steps to Reproduce:

1. Log in as an employee/admin on the link: https://demo.gauzy.co/
2. Navigate to the Goals -> Navigate screen.
3. Try to add a new objective from the preset options.
4. Observe that the option does not function correctly.
