Splitter Re-assemble Messages takes longer to group then specified timeframe

Description

SQUIZ reported that Splitter with Re-assemble Messages action with Group All Incoming Messages behavior is not working as expected. All incoming messages should be gathered until there are no more incoming messages in the specified timeframe (delay timer) at which point messages will be emitted for each group. If not set the default delay timer equals to 20,000 milliseconds (20s).

In their case 2 executions are over 9 hours apart.

The first execution halts at the log line shown below, but the second one begins with the splitter already having the 271 messages.
