[distributions/elastic-components] Automate components version update

Dependabot handles the update of the OpenTelemetry Collector upstream Go references, but it doesn't update references within the manifest testing file.

Whenever there are breaking changes within the OpenTelemetry Collector, this manifest needs to be manually updated:

• chore(deps): bump the otel-dependencies group across 1 directory with 2 updates #224
• chore(deps): bump the otel-dependencies group in /internal/tools with 2 updates #240

Expected output

• Update all components version within the manifest file

Solutions

• Validate if Dependabot configuration can be extended to update Go module versions within a YAML file.
