docker.elastic.co/beats/elastic-agent:8.17.0-SNAPSHOT image isn't available yet. This causes e2e tests that rely on this specific version to fail.

Also 8.17.0-SNAPSHOT should be released with a new repo name: docker.elastic.co/elastic-agent/elastic-agent:$version.

Does that mean we need to do an ECK release in sync with 8.17 to support the new repo name, or will the image be mirrored to the old repo still?
